KYOTO WARDS

Kyoto Wards - The city of Kyoto is divided into eleven administrative wards. The distinction between the eleven Kyoto Wards is less obvious than that of the 23 Special wards of Tokyo.

The Kyoto Wards are purely divisions of the one Kyoto city with the one city mayor and council, where as the 23 Special wards of Tokyo each have their own mayor and council. Most people refer to the Kyoto Districts, however while these are defined, many times areas in other districts are grouped together.
